Long-Term Visit Pass - Plus (LTVP-PLUS)

Good news for those of us who cannot get PR for our beloved spouse, because the Singapore government has come up with a enhanced long-term visit pass called LTVP-PLUS or LTVP+. I'll sum up the key points in the FAQ provided by ICA so you don't have to go through one big page.

Do let me know if I missed out anything or correction is required by dropping a comment.

GENERAL
  • LTVP+ will be in effect from 01 Apr 2012.
  • LTVP+ holders will enjoy extended duration of residency, public healthcare subsidies and easier access to employment.
  • No separate application required for LTVP+; an application for LTVP will automatically include your spouse for LTVP+, if eligible.
  • LTVP applications submitted from 01 Feb 2012 will automatically be considered for LTVP+.
  • The first approved LTVP+ will grant 3 years residency and subsequent renewal will be 5 years.
  • Current holders of LTVP will be considered for LTVP+ on next renewal. If holders of LTVP wishes to be considered for LTVP+ earlier, may submit new LTVP application, but note that processing and issuance fees apply.
  • Singaporean and LTVP+ holder may only purchase resale flat; unless they have a Singaporean child then they may purchase a new flat direct from HDB.

ELIGIBITY
  • Only spouse of Singapore citizen will be eligible for LTVP+; spouse of PR can only apply for LTVP.
  • Couples with at least a Singaporean child will be eligible, but for those without child and married for at least 3 years will stand a higher chance. ICA will also look at financial capability of sponsor and good conduct of sponsor and applicant.
  • Pregnant spouse may also apply for LTVP+.
  • Foreign widow of Singaporean with Singaporean child will be eligible.
  • ICA will consider valid foreign marriage certificate or proof that the marriage is recognized in the country of marriage.

HEALTHCARE
  • Public hospital subsidy; ward A 0%, B1 10%, B2+ 30%, B2 45%, C 60%, Day Surgery 0%, Specialist Outpatient Clinic 0%, A&E 0%.

EMPLOYMENT
  • Employer need to apply for Letter of Consent (LOC) from Ministry of Manpower (MOM) before LTVP+ holder may commence work.
  • No administrative fee incurred by employer for the application of Letter of Consent.
  • Duration of consent granted depends on the employer and LTVP+ expiry date.
  • Consent is renewable as long as the LTVP+ has at least 3 months validity.
  • LTVP+ holder may only work for one employer and hold only one LOC at any point of time.
  • LTVP+ holder is not allowed to set up business.
  • LTVP+ holder may change job. Employer should cancel the Letter of Consent within seven days after resignation and prospective employer should apply for a new consent from MOM.
  • No limit to how many LTVP+ holders a company can employ and LTVP+ holders will not count towards a company's foreign worker quota.
  • No foreign worker levy imposed for hiring LTVP+ holders.
  • Existing work pass holders may submit LTVP+ application. Upon collection of LTVP+ from ICA, work pass will be cancelled. ICA will issue a temporary approval letter so that work may continue but employer need to apply for Letter of Consent before the temporary approval expire.

PROCESSING TIME
  • LTVP+ application may take 6 weeks.
  • Letter of Consent may take 1 week.

FEES
  • Fees to pay are the same between LTVP and LTVP+; $30 processing fee and $60 issuance fee, additional $30 if visa is required.

Not sure how they will deliver the LLE, but I'm guessing they should have given some instructions via email or or e-VPAA (https://ltpass.ica.gov.sg/evpaa/main.do).

Dear Admin,
My wife's current LTVP is expiring in mid September. But I may be posted for
overseas assignment for 2 months in Aug & Sep, there is a possibility we may only be able to come back to Singapore during end Sep. Understand after IPA approval, we must make the appointment to complete formalities ICA within 2 months. If I apply renewal online in July/Aug and once I get the IPA, will there be any issue/problem if I book appointment to complete LTVP formalities in end Sep (after my wife's current LTVP expiry)?

I am also thinking if after LTVP expiry, can my wife still scan her passport through self-scan counter upon arriving in Singapore or she has to go through normal queue again and get the normal 30 days social entry again?

Another way is you can renew early, maybe in early Jun so probably can get in Jul.

Yes, after LTVP expiry she has to go to counter. In my head I remember a clause saying that if LTVP holder leave SG and is going to come back after the LTVP expire, she has to surrender her LTVP before leaving SG.

I think to save yourself any trouble, best is still renew early.

I have a staff whom I employed, he will be working in a food stall in a school, not a food shop, he has a thai wife on LTVP and 2 kids ( SC), he ask if I could employ her too on LOC. I have search in NEA and MOM website, it seems like cannot be done. can you advise me please?

Hi, can I get some advice?

I was married in May to a Thai girl as well.

In July, we applied for LTVP and even went down to submit the documents.
Till now which is 3 months, it is still receiving attention. They told us that it can be up to 4-6months because we didn't apply for PMLA.

I am working in the insurance industry.

What are the chances of success?
And am I able to accelerate the application if we were to visit our MP?
My side MP is from WP(will it make a difference?)

I'm holding ltvp right now and we applied for renewal coz I'm currently 7 months pregnant.. we got the ipa and ask us to bring a copy of approval notice, form 14b, copy of iras/cfp form,and copy of terms and condition of ltvp.. they didn't ask any documents to submit.. we stated I'm pregnant on renewal.. are they goin to consider to give me ltvp plus even they didn't ask for edd letter?

Nice blog.
I need some advice...
I recently married a PRC and applied for the LTVP just got notice of rejection. Notice came about 1 month after application.

The facts:
1. We were recently married less than 3mths ago.
2. I am SC, she is PRC.
3. She is 5mth pregnant.
4. Currently on extended SVP (89 days).
5. I just relocated back to Singapore, was working overseas for the last 10 years.
6. Never worked in Singapore hence no CPF.
7. Currently not employed.
8. No income but have significant savings and liquid investments. Total: about S$ 1mil. (Although, this wasn’t declared in the LTPV application.)

The officer did not give a reason and only said to appeal.
What should I do?
Hi Spam,

You can try looking for MP, they can help to write appeal, or you can just write your own appeal and mention that you have more than sufficient savings even though you are currently unemployed.

I guess rejected because they think you are unemployed and might not have enough to cover you and her expenses.

Update.

We met the member of parliament (MP) during a meet the people session, who wrote an appeal on our behalf.
After 2 weeks the ICA replied by mail asking for a list of documents generalized as follows:
- Identification. Passport, IC.
- Highest education certification for both of us.
- Proof of Income. CPF/tax documents
- Marriage certificate
- Doctors letter regarding pregnancy.
We then went to the ICA to submit the documents.
The officer was mainly interested in the following:
- My current income.
- Education levels of both of us.
- Doctor's letter.
- Marriage certificate.
He was not interested in the following:
- Past income level.
- The wife’s past employment and income.
- Most of the requests were centered around me rather than the wife.
The officer was most concerned with my current unemployed status and had me write an explanation letter on the spot.
The follows was the main points of the letter:
- I am currently not employed.
- However I am looking for work.
- Have savings and liquid assets.
Upon reading the letter, he then asked me for proof of assets, which I had prepared although it was not requested for.
He then replied that they would respond in 3-4 weeks and if the short term visit pass (SVP) was coming close to its expiration we could come in to extend it.
Will update when the reply comes through.

I gotten successful Pre marriage LTVP accessment but still have not recieved yet as I need the LLE number to apply for my Wife LTVP she is currently 28 weeks pregnant already as I want it to be as fast as possible to get the pass :( still deciding to let her give birth here or at Vietnam :(

Hello I had recieved my ipa for my wife's LTVP but it does not state that I need the certificate of marriage preparation program and Marriage support program on the list of documents needed .
My question is do we still need to complete both of them on the day of appointment for formality ?

Would like to check, as I just received the IPA from ICA in regards to our LTVP application. I have made an eappointment already.

What are the chances that her LTVP will be based on 6 months or 1 year upon collection of the card?

Was looking at the comments, seems that they do issue 6 months LTVP in some cases? But comments was afew years ago. Have things change?

I think if never call up for interview, usually is one year, only special cases they give less than one year. Don't worry too much since it is already approved, only on the day of collection then can confirm, everything else up to that point is just speculation.

Hi admin. great blog so far. i need some advice. i am SC women married to foreigner for two weeks. two months ago, we applied pre marriage ltvp before marriage and it went unsuccessful.
now i applied for ltvp for my spouse and made a mistake . i entered the same answer i gave in the pre marriage assessment for 'how long you have known your spouse'.
forgot to add the past two months. i feel made a huge mistake. please guide .

Hi marrythatthaigirlsingapore, I am a SPR for 12 yrs. My wife is S pass as a nurse since 2015. She is 29 weeks pregnant. I applied her ltvp twice and appealed both rejected and also PR was also rejected 2016. do u think it is better to try apply her lvtp again or wait for the baby to give birth the. Apply them both as dependent. She will fly back to her hometown on July and give birth august. She will go back to work probably end sept or October. Thanks.

hi! i had read your blog back in 2015-2016, and decided to pay it a visit once again as my situation hasn't really changed much since then. my husband is currently on his second cycle of LTVP. each time he was given 2 years. he is also gainfully employed at a university (we both are). the thing is, we just applied for PR for the 4th time earlier this year. it's been 4.5 months now, still no news. we were rejected outright 3 times, and 2 more times after visiting MP for appeal (one of the MPs is a Minister). so actually this makes it the 6th time! hahaha. i just feel frustrated that it's so hard for an SC to have a foreign spouse here. we are equally qualified, working in a local university, he pays taxes regularly, we own an HDB flat (under my name since he is a foreigner), i have been employed for 11 years with regular cpf contribution. yet it's so hard to get PR for my spouse. sigh. any tips if we get rejected (yet again)? we already decided to go the LTVP way and as i said, he is already on the 2nd cycle. thanks in advance!

To Raymzzz07: If your situation remains the same then no point trying again, most probably will reject again. So wait for baby to arrive might be a better choice.

To Eggie: If I remember correctly the embark/debark number was a mandatory field, or you can call ICA to enquire, but I guess very likely they will require your wife to come to SG first since the purpose of the LTVP is to enable her to stay in SG.

To SC Wife: Your case sounds very odd indeed, normally for comparable SG guy with foreign spouse the PR would be approved in first or second try, even if the foreign spouse is unemployed. But it's not the first time I see such discrimination, I have other female visitors also in similar situation but maybe a bit worse, very difficult for their spouse to get LTVP, not to mention PR. Do you have children or plan to have any? One thing for sure is if you have SG child, the chance will be MUCH higher.

The approving criteria are not publicly available so we can only guess and wish for the best.

But one thing which will really help is if you have children, the rest is all guessing.

I'm 21 this year and my bf is 16 years older than me. I have a stable CPF contribution and income of SGD1500 for the past 4 years. Occasional extra contribution from casual jobs. I'm currently living overseas (but still have regular CPF contributions as I still work online). I intend to go back Singapore next year and start up my own business which will give me a regular source of income. I intend to get my bf to come over too.

He works in his home country and earn a decent SGD800-900 (high for his country). He don't have any official education but can speak decent English and have a set of employable skills that can earn him 3k/month easily. I would guess our PMLA will fail, so will our first application of LTVP. But if I write in an appeal, proving that my low income is only cos it's passive, and that once I return my income will double, will it help me? Hope to hear from you soon!

Hi, my husband is a Singapore PR and applied as sponsor for my LTVP. We got married in March and I have a foreign passport. We got a mail from ICA Saying they are pleased to consider our application and we were asked to submit documents at their centre (without making an appointment). Any idea what this means? The mail did not say it's an IPA or mention approval. What is the procedure after this? We have submitted all documents with the ICAanonymous

I think you can try applying first, you never know until you get the result. But from my experience, usually female sponsor more difficult even if income is high.

I think it's an interview, they should have given you a list of documents to submit, just follow instructions.

From my experience, if it is approved, you will received an IPA, so this sounds quite different so I guess it is more of an interview.

I've applied for PMLTVP and received my LLE on 29 September 2019, I just filed my ROM date on 30 Dec 2019 because my partner used to hold an S pass and the company boss run road without paying him a salary for more than 6 months and my partner decided to return back his country to settle our home renovation and will be returned back Singapore on 1st December 2019. I've my own an HDB flat under my own name. I am selling Kway chap with ym father and not sure my partner after getting LTVP+ allows to work with me in the coffee shop or not. Please advise.

I think for your case since you are all family, easiest way is to manage it among yourselves, but you have to really keep it among yourselves. It's a family business so I don't see anything morally wrong for your partner to help out.

But then again SG is a country of laws and processes, if you prefer to do it the proper way, then your father as the employer can apply for a letter of consent from MOM, once approved, your partner can officially work for your father. I think this is the safest even though it is a bit more work.

hey, guys I just want to know how long will it take to complete LTVP formalities in case I bring the necessary documents correctly...because I received my approval letter 3rd April I tried to book an appointment but the latest I got was 3rd June. so hope I can finish the formalities in a day?? any advise please
