My Wife Cannot Apply for SingPass
I was trying to apply for HDB Loan Eligibility(HLE) letter online and got stuck at step 6 where they need my wife to login with her SingPass for the electronic signature, she doesn't have one so I went to the SingPass website to apply but I don't see her in any of the eligible groups, see following:

By the way she is holding onto LTVP+, and I gave it a try anyway but still cannot,
Very strange, dependant pass holders are eligible whereas LTVP+ holders are not? If LTVP+ cannot then I think LTVP also cannot. Sigh, don't understand, just dropped them an email to ask them what to do next, some government policies are really mind boggling, they have Non-Citizen Spouse scheme, most of the foreign spouses will be LTVP or LTVP+ holders, and what, everybody email them to ask them what to do? Don't they know LTVP/LTVP+ holders cannot apply for SingPass? Stupid right... HDB really good at pissing people off. I also checked with them whether we can just go down to any HDB branch and get the damn thing done, let's see what they say, but I'm bracing myself for more stupidity.
Oh by the way we are thinking of getting a 2-room resale flat, hope we can get one at $250K or lesser, wish us luck!

- EntrePass holders
- S-Pass holders
- Dependant Pass holders (of EP, PEP, EntrePass and S-Pass holders)

My two cents worth on the BTO issue. I actually tried bidding BTO (4room) with my father and we had gotten a queue number which is within the allocated number of units.
My wife is holding only a LTVP hence i put her as an occupant only. You might wanna try it this way so that at least you would be able to get your own flat with your wife.
The only downside will be that you can only add your wife name to the property as an occupant instead of owner.
That sounds good but problem is my parents currently own a 3-room flat, so I don't think they can apply with me. Anyway me and wife are looking for a 2-room resale flat now, hope we can get one within our small budget of $250K.

If LTP+ become PR the singpass will be the same or needs to apply again and needs to TP,HDB,LTA update her new PR status or not any one can help on this
