I learned about this new procedure from one of my visitors, I took a look and this new thing is not what I expected, at first I thought it's something to help our group of people, but seems like this is more to screen the couples first before they get married, last time is marry first then apply for LTVP, now is apply for this pre-marriage assessment before you get married, if don't apply, will face longer LTVP processing time, according to this page, under Processing Time, can be up to 6 months!
"Those who did not go through the Pre-Marriage LTVP Assessment will be subjected to longer processing time of up to 6 months."
What I can see is this is a new strategy to control the SG/Foreigner couple population, obviously Singaporeans who cannot meet their hidden criteria will not be granted the Letter of LTVP Eligibility, and even if they go ahead and get married, they will have to wait up to 6 months for the LTVP application result, imagine after waiting for 6 months and they tell you rejected, obviously this will cause a lot of un-necessary stress to people who cannot meet the criteria.
We all know which group will be most affected, the lower income group, first thing they look at is your income, whether you can support yourself and the foreign spouse.
This is discriminating but then it is a fact that it costs much more if you marry a foreigner, housing will be more expensive because you cannot apply for BTO, healthcare is more expensive as the foreign spouse will be paying foreigner rate, but I think this can be overcome if both of them have a stable job, so why not explore this aspect and see what better things can be done.

may i know what is processing time of your PM long term pass?
any documents needed to be scan and attached during online assessment for the both of us??
So how long was it since the conviction? If several years ago, you can appeal going along the line of you did not re-offend after x years. If recent, I guess you might want to wait for 1 or 2 years before you try again.

We are going to apply for LTVP as we did not go through pre marriage ltvp. Im okay with waiting time. Im just wondering while waiting for the outcome (which could be up to 6 mths) can I still enter Singapore with social visit pass. I dun need visa n can enter for 30 days.
I have lived in singapore from year 07-14 (was holding s pass). And since then i have been travelling up and down which i was deported once and appealed to enter again. Now it seems like everytime i come here i have to be checked at the custom. I have that fear of cannot enter spore or thing get rejected etc.

I think the only thing you can do is try your luck, but I advise better to wait till you get the in-principal approval then you come here, I think it would be less trouble for you.

I want to ask too.. I applied for my husband LTVP in May 2017..
We didn't do the pre marriage ltvp too.. then now he travels regularly in and out Singapore, JB and home country, Indonesia..
Recently he also got stuck at the customs because of these regular travels and got questioning and stuff like that in the office...
So is just waiting in the home country better then doing these frequent travels..? Or I should let him stay in Singapore and just extend his social visit pass every month..?

Im earning 2.6k, gf is korean.
Applied pmla 4 times all rejected.
Continued with ROM and applied for the real ltvp.
Ltvp approved with ipa after 2 weeks instead of the 3-6 months wait, so im still puzzled by the pmla system in place.
Seems to me like they have different people handling pre-marriage and LTVP, I guess pre-marriage is probably done by clerks since it's not an official approval of stay in SG. LTVP is the real thing, so most likely done by ranking officers.
we both have gone through the LTVP pre-assessment, gotten approved and applied for the LTVP.
Took 4 weeks for them to call up documents to be presented in person at the visitors centre. Its almost 6 weeks and no news no updates.
I wonder what is taking them so long?
Our incomes are both exceeding 5K here.

finally got my hubby's LTVP after exactly 4 months of waiting time..
He's Indonesian and not working in Singapore..
My income is 3k plus.
So while waiting he's been coming in and out sg/jb/Jakarta.. till I decided he shall just wait in Indonesia as the customs are questioning his frequent travels.
We didn't go through PMLA coz I tot it was just a weird policy as if rejected means I shouldn't marry my husband or what.. really so silly....
LTVP got approve in principle means we had to book appointment date, submit all the requested documents, including medical check up which must be valid within 1 month before appointment date.. after the documents check done, we had to wait again for our number to call again and got the pass the same day as the appointment day..

Even if your pre-marriage assessment is not approved, you should still be able to visit SG as a tourist. If you can show a return ticket when the immigration officer asks for it, you should be fine.
It is online service, if you can prepare the required documents and coordinate with her via whatsapp or something can just submit online because looks like no requirement for her to be in SG.
Is there any contact number for the pre-marriage ltvp assessment? Best is to call them and inform them about the mistake and see how it goes. Personally I think providing accurate information is always the best policy.

I would like some advise on below. I had just submitted my LTVP with my wife. I noticed a question that requires me to choose yes or no.

I was stuck thinking of this question for a very long, i indicated a yes and for the reason i indicated "i would want to stay with my husband after marriage"
Now i am thinking whether if i should choose no?

I think the question can be a little vague but with your reason it is perfectly fine. Usually people would interpret as "No I didn't marry a Singaporean just to be able to stay here", yours is more of "Yes I marry my husband because I want to stay with him".
Don't worry about it.
I would still be going down ICA next week to clarify. II just don’t like the feelinf that I have gone through so much in the end the ltvp will get rejected for something I indicated wrongly.

"If you are assessed to be eligible for an LTVP, you will be issued a Letter of LTVP Eligibility (LLE) that is valid for one year. You can then use this LLE in your application, after your marriage."
Which means you can use the LLE to apply for LTVP. Pre-marriage LTVP approved doesn't mean visa on arrival.
Guess i interpreted the LLE validity of 1 year to be same as it allowing her to stay for 1 year.

To apply the LTVP for her, you need to provide a marriage of certificate, so before marriage if she wishes to come over, she have to enter on social visit pass like any tourist, so it will be a back and forth cycle because ICA will only grant 30 days stay per visit, you can try to extend for her but it is difficult without strong reason.
And also note that most of the time the ICA staff at arrival counter will ask to see return ticket, at least I know for Thai people they do because my MIL was asked to show her return ticket every time she visit, even at Bangkok airport before the airline staff proceed to check-in they will also ask for return ticket or else they refuse to check her in, so end up no choice have to buy on the spot.
And also it doesn't reflect well if she enter then leave several times because her records will indicate to ICA that she might be doing something illegal here, sometimes they will just deport people that they randomly pick out. Unfortunately they have the power to deport people so not much we can do.
Anyway previously before I married my wife, she will visit one month then go back, after that I visit her on short trip, then she come back again for month, this way we try to reduce the trips that she come over, but then end up got one time when she came over to marry she also got stopped at airport, stuck inside for a few hours, she even printed the notice of marriage but they didn't even bother to check, luckily I managed to get the contact number of the office and call in then they let her out, who knows what will happen if I never call. If this happens you can enquire at information counter they can give you the ICA office number.
So if you really want to play safe, it's better if you visit her instead.

(I'm earning 4k+ and actually working in the same company for close to 7 years so i have a consistent flow of CPF contribution. So I'm not so worried about all these documents, but sometimes you can't help but worry that unexpected things will happen....)

Seems like she used to hold a work permit or is a work permit holder. As long as MOM approve the marriage most likely should be fine. It's normal to be a bit anxious.
Went down to ICA yesterday to submit all the documents necessary.
Told the officer frankly that i have misread, misinterpreted the question in my LTVP application below which i indicated YES. He was saying at if you feel is a NO you can strike it off and get applicant to countersign which i did and gotten my wife to countersign.

The officer at the counter asked me and my wife is this our first marriage? (YES) is she pregnant? (NO) do we have any kids (NO) and siblings (Both single child).
Then he took out a piece of paper to ask me and my wife to write and declare whom are our immediate family members and signed off.
I was curious that I asked him what was this about and he replied that this is what is required in the system?
That's something new to me after reading so much forum in regards to LTVP.

My assessment submitted in May and ICA only replied in July that it is successful, which was just one week before my wedding! My husband is Pakistani. The day after we got married I applied online for his visa extension from original 30 days to 89 days. Two days later we went down to ICA to submit our passport/IC/disembarkation card/marriage certificate for verification. The officer told us 89 days extension is approved and that we can proceed to apply for LTVP the following day. So its been a week, fingers crossed. Good luck with your assessment.
The pre-marriage assessment is under ICA, your work permit is under MOM, so the assessment result should not affect your work permit. But remember to seek MOM approval for marriage if your spouse is a Singapore citizen or Singapore Permanent Resident.
Since you are S Pass holder, you can stay in SG by your own merit, so really no need to apply for LTVP. And you don't get any benefit with LTVP so not any better than your S Pass. Unless you qualify for the LTVP+ then you should consider applying.
May I know the waiting duration for the PMLA? Website put up to 4 weeks but 6 weeks have pass but it is still pending.
Email ICA, they say please wait and will inform the relevant officer about my case.

If your plan is to reside in SG for the long term, it is better to wait till you get the approval.
So nice to see some happy ending stories. Currently I’m waiting for my fiancé PM LTVP approval. Its been 3 weeks. We applied PM LTVP in 2016 and it was approve after 1 week of application. But did not ROM within a year due to some family issue. So 3 years later we apply again. But it seems like the approval can drag more then 4 weeks. We are both anxious for the result as this is our second application. No matter what the result is we will still continue with the ROM. Do not want to delay it longer.
