Starhub Modification Fee

Recently recontracted my 1Gbps fibre to 500Mbps, then in my bill I saw this extra S$30 charge:


I called Starhub 1633 and they told me recontract also count as modification, so there is a S$30 charge (with GST is S$32.10).

Wtf? Anyway just pay la. But expected la, if downsize they need to earn a bit back, if upsize then they give discount, normal.
